flake.nix carries a TODO(package): packages.default via buildRustPackage was put off because it needs a cargoLock.outputHashes entry per felis crate, and the felis rev kept moving. felis crates are now pinned to the v0.1.0 release tag of https://github.com/felis-terminal/felis, so those hashes change only when the tag is bumped. Add the package (plus a nix flake check build) and remove the TODO.
