The implement-feature and test-strategy skills tell agents that
crates/is fixed at eleven crates and that nofelis-test-*helper crates may be added. No doc records this rule.docs/reference/workspace.mdonly counts the crates today, anddocs/explanation/architecture/overview.md"Workspace: the crate-boundary decision record" does not forbid adding one.The docs consistency audit softened the skills to cite AGENTS.md "Project shape" instead of claiming a doc states the rule. Decide whether this is a real decision. If it is, record it (rationale plus a "Revisit if" trigger) in overview.md's crate-boundary record and point the skills there. If it is not, drop it from the skills.
Decision: record only the "no test-helper crates" part as a real decision in
docs/explanation/architecture/overview.md's crate-boundary record (rationale: every crate is an extraction seam, and a test that reaches above its own crate root lives in thetests/member; plus a "Revisit if" trigger). The crate count is a fact indocs/reference/workspace.md, not a rule: drop "fixed at eleven" from the skills and point them at the recorded decision.
