Justfile-only cleanup; public recipe names and arguments are unchanged.

• smoke / smoke-headless share a private _smoke marker wrapper recipe.
• fuzz-long runs fuzz-cmin as a subsequent dependency instead of repeating its loop; seeding is a private _fuzz-seed dependency of fuzz-smoke, fuzz-long and fuzz.
• The mutants recipes read one mutants_jobs := env('CARGO_MUTANTS_JOBS', '4').

Checked with just --dry-run for fuzz-long, smoke-headless and mutants-shard.

treewide: share the repeated justfile recipe bodies ... f00fd7657c

`smoke` and `smoke-headless` were the same script with a different
wrapper, `fuzz-long` re-implemented `fuzz-cmin`'s loop, three fuzz
recipes repeated the corpus seeding line, and three mutants recipes
repeated the jobs default. A fix to one copy (the smoke's per-run socket
directory and trap arrived that way) had to be made in each. The public
recipe names and arguments are unchanged, so the docs and CI that call
them keep working.
